Implementation plan of Thua Thien Hue province's digital transformation program until 2025

On October 21th, 2020 Provincial People's Committee promulgated Plan 222 /KH-UBND on implementing the digital transformation program of Thua Thien Hue province to 2025. The overall goal of digital transformation in Thua Thien Hue province is the main development. In the spirit of: "By 2030, Thua Thien Hue would be one of Southeast Asia's great and distinctive centers of culture, tourism and specialized health; one of the country's major centers for science and technology, high-quality, multi-disciplinary, multi-field education and training; national defense and security would be firmly guaranteed; The Party committee, the government and the whole political system would be strong; The people's material and spiritual life would enhance.

With a vision to 2045, Thua Thien Hue is a festival city, a center of culture, education, tourism and special health care in Asia.

According to this plan, the main objectives by 2025, Thua Thien Hue will have:

100% of state management activities of agencies from provincial to commune levels use electronic documents with digital signatures, linking province, commune level and the State in state management activities. (Except for Confidential documents as prescribed).

100% online public service level 3.4 on the internet.

100% of people and businesses participating in the e-Government system, smart city services are authenticated by e-identification smoothly and unified from the central system.

100% of state agencies from provincial to commune levels build and deploy specialized information systems.

60% of management data of state administrative agencies from province to commune level is digitized, stored centrally at the Smart City Monitoring and Operation Center and put into effective exploitation.

80% of the evaluation and classification criteria for state agencies, civil servants and public employees are based on digital data compiled from e-government information systems and smart city services.

Completing the centralized database model, sharing and connecting within the province and national databases. Building an Open Data Portal to share data for the community for digital government development, people's service and socio-economic development.

The proportion of digital economy contributes 20% of the province's total GDP.

100% of administrative areas are cabled internet.

100% coverage of 4G/5G network.

Basically, households in the whole province have access to the internet.

50% of smartphone users have access to e-government services, smart city services.

100% of people ensure the conditions for universalization of smartphones.

50% of smartphone users participate in electronic payment activities.

90% of enterprises apply information technology in production and business activities.

70% of service providers access and participate in electronic transaction activities in the network environment.

The main objectives by 2030 will be to form and complete the digital ecosystem in Thua Thien Hue province. This will promote the achievement of the goal of successfully building a digital government, digital economy and digital society. The data is collected completely and shared comprehensively in order to promote socio-economic development in Thua Thien Hue province (except for data belonging to the scope of state secret).
